I can't return a city to a civ

I took Japan's original capital. I just wanted the gold. I intended to return it simply because I don't want to keep it, but I can't. The game thinks I have no tradable cities.

Was city trading removed from the game in this mod or what?

It was at full health though. I was about 50 turns after the war ended.

When you conquer a City, you can Occupy, Puppet, Raze, or (if it's been captured by another Civ) Return it to its original owner.

Once you take ownership of a City, you can trade it, but if I recall correctly, trading Cities is limited to Friends in VP (and even then, they might not want it).

Well that's odd. You'd think that it should be an option to give a civ back their own cities if you want in any situation, but alright.
