Ignore that man in the upper right corner, what he's saying has nothing to do with how often you get techs. What he says depends entirely on where you set the Research slider in the F1 window. Put that slider in the same place, he always seems to say the same thing.

I often get "our scientific research is progressing well due to generous funding!" but it is because I play on lower levels and can afford to put my science up way high.

In fact, ignore all of the advisors (except the military advisor, he tells you your strength compared to other civs) in the upper-right hand corners. What they say means nothing.

For example, I had a size 32 city (Nineveh) that was still growing every like 2 or 3 turns due to an enormous flood plain surrounding the city, and I clicked on the city in the Domestic Advisor screen and it said "Nineveh is growing slowly, sir." I'm like, "WTH are you smoking?" The Domestic Advisor always say the cities are growing slowly, the Trade Advisor always says you need more resources, and the Cultural Advisor always says you need more culture of some sort (I rarely ever go to the Cultural Advisor), and some other things.

The scientific advisor could even say the generous funding thing when you actually research at a low rate... I guess overall tech status compared to other civs is considered as well.
Anyways, bob rulz is right. The advisors rarely come up with something useful. The military advisor with his strength comparison is valueable, but you can't go wrong generally regarding your advisors as court jerks.

Try to please her by having a ton of stuff and she'll still gripe if you have only one of a certain item. I was killing everyone off to get their stuff as fast as I could!!!

Sometimes the foreign advisor says something useful, like who is in awe of your culture or who wants your spare spice.

I like the foreign advisor because he tells me who to use propaganda against!

Oh yeah, the foreign advisor is okay too, but most of the stuff you can get from him you can also get from the diplomacy screen too.
