Anyone know why this is happening? Every other game I have works fine (AoE III, Oblivion, Madden 08)..it's just Civ causing major problems.

It used to say "opening movies are not installed correctly" upon launch, but I uninstalled and reinstalled the game, and the message still popped up. Anyone have a solution, or at least a suggestion to check my graphics configuration to see if there's anything I can do?

It would be helpful if you could tell us your system config (especially graphic card, prozessor, ram).

First guess would have been that the pixelshaders on your graphic card are not responding correctly to the game, because I had something simliar happen to me everytime I was activating an certain option in SC: Chaos Theory and that was related to the pixel shader as well.
Besides your graphic card seems to be strong since it can handle oblivion. There is probably some problems between the game engine and the graphic card driver.

One more question: Did it work before BTS on the same graphic card? Because BTS updated all the shaders that were used in the game as well, so if it worked before BTS it would back up my theory.

I have had the same problem as the OP once before. With me though, the game freezes and gets my vid card running and running until it overheats and causes a shutdown by my system guard. It has only happened since BTS.

My system specs are:
Intel pentium D(ual core) 3.0
4gb ram (although crappy Vista Ultimate only sees 3gb)
AtI 2900 XT 512mb Video Card.

If it is the pixel shader, is there an option to turn them down or off?

Hey don't consider the pixel shader to be the problem for sure ;) I was just thinking loud and I am no expert.
Pixel shaders can not be turned down. It would be interesting though what the system config from xfactor99 is, because you are using a 2900 XT which is using those new unified shaders introduced with DirectX 10 and Windows Vista and if he is using one of the ATI 2000 series or NVidia 8000 series as well then we might have found the problem.
