I thought the question was about your towns being unproductive, is that correct? They are productive to a degree, but they are not improved.
Look at Gold, it is making Sun Tzu in 102 turns. It has three mines, but only two are being worked. Move the pop from the grass to the mine and it drops to 85 turns.
BTW you have no business making a wonder making 102 or even 85 turns. You are just cutting your throat. Prior to moving the pop Gold was the 4th best shield town at only 5 net shields.
Gold should be getting an Aqua, but for some reason I was not allowed to switch to that. I could switch to a market?
I am not going to go over the save, but nearly no town has any structures, other than a temple. A temple is not needed at Warlord.
You have 4 workers, not going to get the job done. Towns need to grow and get some improvements in the better ones.
You have no need for Sistine at any level.
Cow and Two needs a road and a mine on the BG being worked. It could have used water on the plains, so the cows could get mined. Irrigating both cows is usually not the best approach.
Even if you irrigate both, near the end of expanding get them mined as the shields are more important. Look at either this link for Warlords and or the Regent tutorial I made. They should have some of the basic ideas on getting an empire going.
