Most of the time, when we on the forums discuss and debate who'd be a good potential Leader, we appeal to reasons such as importance, notability, personality, diversity, etc.
I myself have made similar appeals, but for the most part, that's post facto reasoning.
In reality, I just want cool hats :cowboy:

I want certain Amerindian leaders because I think the big feathered headdresses look cool
I want a German leader to be rocking a spiked Pickelhaube
I want a grossly historically inaccurate Viking with aa horned helmet
I want a Roman general in a galea with pitched plumage
At the risk of reviving a different debate, Ada Lovelace is a bad leader - because she doesn't have a hat

I desperately want a Maya leader with a full elaborate headdress, although I'd be very happy to see any leaders with interesting outfits rather than yet another leader wearing a suit/uniform/otherwise relatively monochromatic, simple outfit.

She has quite the recognizable hair style though.

Hair flowers are a unique form of headwear, Lovelace should get a pass. The real offenders are the Diplomatic men (sans Tecumseh) and Augustus... not a single accessory between all of their heads! Augustus couldn't have sprung for some laurels? I know the Marquis Lafayette spent a lot of time around those classy revolutionary hats, you're telling me he never wore one? I don't believe it. And come on, Machiavelli... leaving your forehead in broad daylight, open to thought-reading spells? You are aware that both Himiko and your properly behatten adversary to the north are Shaman Queens, no? This is a blatant tactical oversight that could surely be resolved with some form of fashionable Tuscan headwear.

...Frederick the Shaman Queen is going to be this game's Tamar of Georgia, isn't he?

I'm still petitioning for Lili'uokalani, but there's always room for two!

Turbins were the style in woodland Algonquin societies during Tecumseh's day. Otter turbans and fancy cloth which Tecumseh wears. Woodland headdress is a crown with eagle feathers straight up along the rim. He could use a feather.

I will take this rare opportunity to agree with SpaceCowboy. Ada needed the flounciest of fascinators, and in general we need more HATS.

Shame the Qajar shahs were such terrible rulers that even though we'll be getting their civ, there is no chance of any of them appearing in the game. The Kiani crown reminiscent of bejewelled pineapple is quite the sight to behold :P.

I think we should start petitioning for civs to unlock mementos as well. I don't see why they have to derive from a particular leader.

I also don't see why mementos can't be HATS.

I prefer this form of monetisation over the gross monetisation that Take-Two has probably imposed on this game 😂

Civ so far has had a dearth of Caucasian papakha representation:

Bonus: turban wrapped around a papakha, as with Imam Shamil:

I do slightly want to see Civ based mementos.
