i need help

i just got civ3 today and i have roads connected to resourses but they wont let me use them to trade i.e i have a road form my capital to a horse but it wont count as a resource all help is appreciated

The resources need to be in your territiory and connected. If they are in neutral territory you need to build a 'colony'. You cannot use resources in ememy territory unless you trade with them.

The first instance of a resource you connect to your network is used by your civ. You may only trade excess resources and luxuries.
