I need some advice before I go into anarchy

I'm at the point where if I change one civic it will be at least 2 or 3 turns of anarchy. I'm Fredrick and Gilgamesh has 3 cities on my continent just ripe for picking. I am currently in Representative-Free speech-emancipation-state property-Theocracy. I have the Spiral Minaret hence the theocracy, I also have the statue of liberty and because of the free specialist every city I get from it, I am generating alot of beakers.

Usually when I war, I change to police state (for the military build boost and reduced WW) or uni sufferage (To buy-rush units, "by the way I also have the kremlin so I have reduced cost on rushing")

I'm not quite sure which I should pick, uni-sufferage or police state or stay where I'm at with Representative. Anyone have any thoughts? I don't think I've ever been in this situation where there is no clear choice because of the benefits I'm getting from my wonders.

Don't switch civics.

Theocracy is a weak choice for you since you don't seem to be building a lot of units.
I don't really understand the synergy that you see between theocracy and the Spiral Minaret. You would benefit far more from free or organized religion.
Also, since I don't see any workshops nor water mills, I guess you'd be better of running free market or mercantilism rather than SP. Your empire is not that huge, the reduced upkeep shouldn't make that much of a difference.
Of course, you might just want to replace most of your cottages with workshops instead.

Why are you using Theocracy? You'd still get the benefit of the Spiral Minaret from Organized Religion or Pacifism.

Don't switch at this point, you may want to get cristo redentor for switching in the late game. The benefit from the switch is not enough to make up for losing 2 or 3 whole turns of production and income.
