Now if you want to raid and act like a viking there's not much you can do. You can build a viking ship, take ruins from the coast, attack cities on the coast and that's it.
I think it would be fun if there was more to it and not just when it comes to the raiding kind of gameplay. But how you could raid different districts, improvements and wonders where you also get a bunch of resources, food/production and/or luxuries to go with the gold. The Vikings raided because it was their way of surviving, Scandinavia back then did not have good farming lands so to only get a bunch of gold seems a bit weak when they raided and took anything that was valuable. Then you will raid what your cities need. To add some defense to the other side there could be a 2 tile radius where units from that civ/cs defend the raid attempt and it's like a battle. Bonus obviously to the defense if they are fortified.
Instead of having every ship with an attack be able to raid there can be a new "Raiding" ship. It has a new inventory system. 2-3 slots and the inventory transfers to the city you "empty" your inventory to. You can grab resources from sources on the coast (though no penalty to the source), you have a chance of getting a slave from raid fights which turns into +1 citizen or a boost to the citizen bar, the other stuff I mentioned above and the ability to fill those slots with units. I think it would be a hassle to actually take your boat back to your city after every raid so instead there can be a new ability where you choose what city you send your inventory to.
Another idea is to have the ship be able to be empty but it spawns with one melee unit inside so it has a unit sailing it. This way you can fill the boat with units, "set camp" on a coast tile, scout around and see if you find something of value instead of just raiding coasts. This can also be a useful thing for settlers and scouts. And if you find it to be a bad place you get in the boat again. But your empty boat is vulnerable. I also think that inventory system could be good for transport and Supply units.
