ICBM,nuclear & locked alliance questions

Its been a while since I played so sorry for asking what maybe obvious

what good uses can ICBMS do? I remember I can clear out jungles/wetlands with one but is there a downside? Even if my workers clean up the population?

Can icbms level and entire city? I remember it could I stilll need ground unit to come in.

IS there anyway to stop my cities from building anything nuclear? like nuclear plants, icbms, tactical nukes? but still build other things? sorta like a ban on nuclear proliferation.

lastly, is there any way to create a locked alliance?

Not sure what you mean... by 'good uses' do you mean peaceful uses?

I don't think so, but with enough them you could practically do it (reduce to size one with no units or improvements).

Again, not sure what you mean. Just don't build any, it's that simple. There is no way to "prevent" your cities from building nuclear things in any absolute sense.

Not in-game. Locked alliances must be in place in a created scenario.

the rest you pretty much answered. I get tired with so many cities that I hate it when they go and a build nuclear stuff I have to go and change them.

I'm not particularly well-versed in Modern age consequences, but I don't think there would be any problems with this plan of yours.
 
i think the best use for an ICBM is to "deter" the AI from using theirs on you!! If your playing through to the modern age and only using nuclear weapons to clear jungles or wetlands your perhaps 1) not building enough workers early on, or 2) playing on too low a difficulty setting coz the AI isnt threatening enough.

But to answer your question...if youve nuked a wetlands and clean up the polution then there are no longer any adverse effects on those tiles. and one way to stop your cities building nuclear stuff would be to unhook your uranium supply by pilliage the roads to the resource. no uranium = no nuclear.
 
Nuclear weapons have no direct impact on vegetation, but an indirect, if you use enough to cause significant global warming.It will first target vegetation (jungle and forest) and if there is none of these tiles left, some terrain types will convert into others.
