ICS Strategy?

Can someone please explain or post a link to a description of the ICS or "settler flood" strategy? I've been trying to find it for a while and have come up dry. Thanks.

There isn't really any article on it. I suggest you download Aeson's diety game from the HOF. Also check out the HOF thread in the General Discussion, mostly the last 3-4 pages.
