After looking at the Balseraph and their Human/Orc etc. cages an idea applied to me: How about a carnivore civilization that cannot use farms to boost their food in the city and has to use the deer/fish/cattle-ressources (with a higher food income for these ressources). In addition to make this civilization more creepy they can like the Balseraph build human/Orc etc. cages and rather than amusing the population of their cities (like the Balseraph), these people are collected to serve as a meal. The cages give you food and can be improved, but every improvement costs more slaves (1 for the first point of food, 2 for the second and 3 for the third so on - similar to sacrificing gp for golden ages). From the flavor I think of Pisha from Vampire the Masquerade: Bloodlines (a great game - especially Bach, I love German accent in films and pc-games. You just have to overlook the endless number of bugs...), not of mindless zombies eating BRAINS. They would be be liked very much by the other civilizations, but after they have to lead war after barbarians ran out to get more food, they shouldn't care *G*.
