Idea for governors in Civ 6

I just had an idea about changing how governors work. I really like most of the design decisions in Civ 6, but the governor system and government plaza have never particularly resonated with me.

Governor titles would still be earned through the civics tree as currently, although I also quite like the idea of having an administrative district that enables governors to be recruited as great people. There would also be a much larger pool of governors to choose from than the current seven. Each would have three levels with Level 1 a minor ability (e.g. +1 science to each campus building in the city), Level 2 a fairly powerful ability (e.g. +1 science for each population in the city) and Level 3 an extremely powerful ability (e.g. +50% science in the city). The catch is that if you own any city without a governor you must always use a title to recruit a new Level 1 governor. If all your cities already have a Level 1 governor, then you may instead upgrade one to Level 2, and if all are at Level 2 you can upgrade one to Level 3. Governor titles cannot be saved.

The idea is to allow different play styles other than the usual "settle as many cities as possible" strategy. A smaller empire may become more viable once you upgrade your governors to Levels 2 and 3, or you might decide to delay your expansion phase to later in the game.
