I often play maps where remote parts of the world sometimes remain unexplored for a long time. I wish instead of not being able to produce scout-type units after Scientific Theory, they could be upgraded to Correspondents, which could also be produced. Correspondents secs could be as follows:
The only thing I don't like about this idea is the Correspondent taking up a UPT slot (whether military or civilian) and intentionally getting in the way of the civ whose territory it's in. But I'd live with that drawback, given that the Correspondent owner is paying upkeep on the unit.
Part of what I like is giving more weight to Denouncing.
I realize it's probably too late to interest most modders and far to late to interest Firaxis in adding this to Civ V. But maybe it will spur some interesting conversation. And I suppose it's possible it will do more than that.

- modest CS on defense
- NGO Protection--can travel to foreign civ without Open Borders
- NGO Protection does not apply if foreign country has active Denunciation of Correspondent civ
- Civilian Embedding--heal in non-DoW CS and non-Denunciation/non-DoW civ territory as own territory for healing
- same promotion tracks as Scouts, with the addition of the two automatics above
