"Step right up. Let me tell your fortune."

The main idea is to earn enough points to draw a fortune card. Earn points through achievements (eg when you get a Great person, Golden age, advance to new era, unit promoted, build a wonder, etc.) With enough points you may choose to draw a fortune card. Most are beneficial, but a few may work against you. Some have big effects, some small.

Your fortune points are displayed in top panel. When you get enough points, notification pops up. No more than one card drawn per turn. Fortune screen shows 60 cards. There are 5 suits (one for each victory type) and 12 of each suit. But they are randomized and placed face down in a grid. You click to choose a card. It flips over and you acquire its effects.

Ideas for cards:
Free unit, promotion, or building
Gain or lose culture, science or faith points
City population increase
Heal or hurt a unit
Gain or lose influence to City-state
Improvement is pillaged
Barbarian appears near your border
