idea of population cap MOD by ages

when playing China in the Earth Map, i find that is very easy to raize many city size to 20+ in very early age with good resource/bonus/culture happines, and at that age the biggest AI city just half size of me, that's very bad compare to the CIV3's 12 pop cap.

their are 6 age in the game, could a MOD set to:



ancient age from cap 7, and every age +2/3/4/4/5:

ancient: 7
classical: 9
medieval: 12
renaissence: 16
industal:20
moden: 25

i think the solution is a better to reflect the real world and good for gameplay...because AI not good at building huge cities, they are not as good as human focus on growth and leave large place for future huge city growing...

this MOD would keep human player out of too many advantage of building huge city in early age...


any comments and who have interest realize this with good mod skill?
 
even in late game in earth map, i saw that AI "big cities" is about 14-18 size, but most of my cities all grow to 22+, and the biggest reach 30+, it make AI suck...
