[Idea] Strategic reserves

Now game economy is very flat (i dont talk about buildings dependency - this work great). Everything that you must worry about is gold. But in real economy gold is not all.

And i want to connect this idea with call to power ideas:

- every city will be able to give some % of their :hammers: and :food: surplus
- it will work like % taxation to food and production

- evrey tile improvment will cost gold and production from startegic reserve (like in call to power)
- every unit support will cost food per turn from strategic reserve (if you will have big military you must feed them)

- we will able to add :food: trading to diplomacy (like in real life)
- when city is starving you can give then food from strategic reserve

We have problems that in future eras we have a lot of production and food
This is the solution that add a lot of complexity to the game.

I support the bolded part. The rest sounds dubious.

EDIT: But wait, wouldn't this affect the basic food model? Now that I think about it, it's pretty unstable.
 
Is it possible to limit the distance where you can bring food and have them increased with techs like Refridgeration or Logistics? And maybe have a natural decrease of food from the reserve over time.

But I also like the idea.
