We need to be able to forge a new civilization while playing
also if we can make a city to have its own government and culture but to be
a locked ally to me and give me gold and units because i am the deffender and ruler.
Also i wish negotiation mtter between two civilization to more than trading
and sharing technology.

Sure, there should be greater range of negotiation, like buying and selling armaments, and possibly military units.

what we see always real life if you studied the history of mankind
