They are when you learn to use peace or at least controlled violence.

I find them impossible to get it you are aggressive. But yes, don't let your alliances reach level 2.

One thing I noticed in GS is even warmongers like Alex will denounce you for warmongering (now called grievances). This seems broken to me, he wasn't this way in R&F

I have been trying for the Betrayal achievement for ever ( I even have the T shirt "Curse your sudden....", Firefly fan) but yet to get it.
