Illegal 5 range tiles for paratrooper

All tiles around a paratrooper within 5 range should be legal,
but a lot of tiles aren't despite their legal range.

To clarify that, the "5" range of a paratrooper does not indicate 5 tiles in any direction. For things like this Civ treats a move diagonally as 1.5 times as far as a move horizontally or vertically, so the accessible tiles actually form the somewhat more circular (and hence more logical) shape that H&K has posted above.
