Did you install the plugin? Either way, you can just use DDS Converter to convert it.
EDIT: Though a warning, DDS Converter's interface is kind of wonky. You can't just select it from the browsing window. You browse to the folder, but then you must manually type in the image file name (it will give you a autocomplete list, at least) in the "Image file list" field. Then you need to hit the ".\" button to the right of the Output folder field before you can click Convert.
