Improvements Mod (Sea and Land)

I would personally like to see a mod that allows you to build a Marina Improvement on water tiles. I often have a situation where in order to get that extra three Firaxite to build one improvement I end up on a peninsula with plenty of vacant coast tiles and only three vacant land tiles due to resources.

The other thing I would like to see is a change to land improvements that see's some become obsolete based on choices, such as the Mine when you choose not to take from the planet anymore in that quest I can't remember the name of. Or if you could somehow make the Dome, Biowell and Terrascape unlocked via Affinities instead of Technology, so you can only build the correct building for your affinity.

Another item to add would be a balancing of the current Improvements, Not just by numerical values as I've seen some state, after all Harmony doesn't need as much Energy as Supremacy, but it does seem ridiculous that a Terrascape gives +2 Culture, +2 Production and +2 food. Culture and food sure but honestly who the hell would work in a garden of fricken Eden? Are they just plain stupid to add that or what? I thought Manufactories would be right up the Supremacy path. :)

Anyways I just want to see the Improvements section of the game vastly "Improved", then I can at least found a city on a peninsula and have it survive and not be a detriment to my empire, then make it so I can set a worker unit to automatic and not have it replace all my improvements with Terrascapes when I'm on a Harmony path. and no turning of auto-replace doesn't have the desired effect, that just means later in the game I have to physically control all my workers to improve out-dated or change supply to handle demand.

Bear in mind my first game played to conclusion has taken me most of this time since two days after release and now spans the entire Massive Map I selected with over 120 cities, every Station that ever landed on the planet, all other civs destroyed for a domination victory, then I set about creating trade throughout my empire, improved every tile and have been spending a bit of time re-working improvements to find that true civilization balance with so many cities. I have recreated an Earth like over-population effect to see how long I can maintain health before my empire collapses in decay from sheer volume of filthy humans. ;)

Edit: I would like to add that in all my years on computers I have tried many times to code, program and mod but in the end my brain is geared to other things and those particular skills escape me. I can build a house from the ground up, wired and plumbed, I can make a perfect coffee, I can manicure a lawn and sculpt hedging, I can drive a race car, I can draw, paint, sing, dance and write. but I can't understand computer jargon for the life of me and I've given up trying so that's why I appeal to the mod community with this idea.;)
