Here's what I made so far.

Side Notes: Only buildable on Mountain terrain

Name: Kelp Farm
Tech: Aquaculture (a new tech)

Bridge (requires Construction?)

- Built on river tiles to provide quick movement across rivers (obviously impossible since there haven't been proper river tiles ever since Civ II)

I just like the idea of build-able (and destroyable) bridges.

Dam (requires engineering?, possibly Stone/Cement)

- Also built on river tiles
- +2 food, +2 Production on the tile itself (can only build one per river)
+2 Commerce with electricity
when destroyed either from pillaging/bombing or random events, all river improvements down-river of it have a 50% chance of being destroyed.
