i just think the fact that on a continental game you are invinsible once you control your continent makes D-day landings the most important.
 
Improving city management would be important, because it strengthens the AI in many ways (more population, production, commerce). Oh, can't imagine the horrors when I see terribly mismanaged cities by using the "investigate city" feature. :D

But I voted for "Other". If I were the designer, I would try to program some kind of a diverse adaptive intelligence. The AI would consider the following facts when making decisions:
- how quickly a task is accomplished
- how much benefit it will produce
- how long the benefit will last
- what are the risks relating to it (when attacking etc.)
- what amount of resources are needed to accomplish the task

These rules would be applied to worker management, selecting buildings to be built, researching techs, and warfare. Oh, and another important feature: there would have to be modes in the AI for different game situations. Expansion mode for the beginning (lots of workers/settlers, minimal military), warfare mode to build enough units and move to the enemy's border, and then research/builder mode if there are no suitable enemies to be attacked and no room for settling.

Damn, I don't bother to write anymore. :p
