This one is pretty annoying. When viewing the game map the steam overlay works as normal, but if there are notification windows or in game screens (the tech/civic trees, great person window, anything that adds an overlay) will cause cursor selection issues when trying to use the steam overlay. Dragging steam overlay windows around is neigh impossible, selecting chat tabs doesn't work, dragging to highlight text instead causes other things to be dragged around randomly.
Closing any in-game overlays so only the map is showing will let the steam overlay resume working normally.
Can't believe this one wasn't caught in testing!
