In-Game world Builder?

Hello everyone. Anyone knows if there will be an in-game world builder like in Civ IV? I know that there will be mods that will do an in-game builder, but would prefer the official one, like in Civ IV

There's been very little about modding or world building. Some of it may even be released after the release of the game itself.
