I did a search and couldn't find this "bug" mentioned anywhere.

The Issue:
I'm playing a game as the Maya with Scarce Resources and have come across an issue with the number of coal resources I have not appearing to be correct.

What I think I should have:
By my count, I should have the following
- 5 from under Arpinum (City Tile)
- 2 from Mombasa (Allied City State)
making a total of 7 (I have a pillaged tile of 5 near Arpinum which I'm not counting).

What the game says I have:
According to the top bar, I appear to have 10 Coal.

Ruling Things Out:
I have 0 from other City States and 0 from trades with other Civs.
I do not have the Social Policy in Patronage which gives 100% strategic resources from CS.
I do not have the Social Policy in Autocracy tree which gives 100% strategic resources.
I'm not using any mods

Tests I have performed:
When I repaired the pillaged tile, it brought me to a total of 15.
When I declared war on Mombasa (as a test), my total did not change (i.e. I did not lose 2) begging the question whether I was even receiving those 2 Coal from Mombasa to begin with.

Help Please:
So, is this a bug? Or am I missing something?

Is Mombossa actually providing you coal? Does the game say they are? Just because they have coal and a mine doesn't mean you're getting it.

Did you go Autocracy? There's a SP that would double your 5 to 10.

Good thinking, but nope, haven't gone autocracy.
How do you find out for sure if the CS is giving you a particular resource?

What civ are you playing?

You should be able to attach a save file if you compress (zip) it. The size limits are larger for compressed files.

It looks to be a free coal that doesn't exist. It may be possible that there's coal under your capital that isn't showing, but I think the tile would then have two production instead of one (I confirmed that the tile only has one prod, and that the yield icon isn't wrong).

My test:
You had a pillaged coal. Fixing it gave you 15, so that wasn't related.
Gave away all of your cities. Still had 5.
Declared war on every CS. Still 5.
Built forts over your improvements (looking for a hidden coal). Still 5.
Declared war on everybody, in case of an invisible coal in a trade. Still 5.

Thought of something else to try. brb

Edit:
Built another city. Gifted all the old ones to Rome, then DoWd. Still have coal after the fall of Palenque.

Are you running any mods? Especially ones that affect the user interface?

UPDATE: This appears to be an old bug that was never fixed. See this thread from 2010.

Nope not using any mods (thanks will update OP with things people can rule out).

Interesting link. Especially the last post in that thread is relevant to me seeing as I took a Roman city (and puppetted it) while it had a pillaged coal tile. That could have activated the bug for me, giving me an eternal 5 extra coal for free.

Will this thread be noticed by a moderator and added to the known bugs master list?

The bug list isn't being updated any more, just too much work. However, the thread that I linked to is on the bug list. I don't know why this hasn't been fixed. If anyone from 2K Games is reading this thread, would you care to comment?
