Incorrect trade unit limit.
Civ V BNW patch version 1.0.3.18 (on a Mac)
In my current game as Portugal I have a trade unit limit of 5, and have 4 active trade routes, but when I try to build a 5th trade unit (Caravan or Cargo Vessel) I get a message in the City Screen saying "You cannot construct a trade unit because you are at your trade limit" (see screenshot).
