Independent cities

Something new I've noticed independent cities are being placed on the map that don't seem to have been founded by an AI civ. Sometimes really close to my borders, sometimes farther away. In my last Egypt game I found two independent cities right next to my doorstep. I assimilated them which gave me a large boost early on.

Nearly in any of my games several independend cities close to my borders flip to me over time - but it is always quite clear that and which AI civs have founded them, being just to careless with loyalty. But there is never any doubt about that AI civs have founded them the regular way. What makes you belive that there are independent citie, which haven't founded by an AI (at least that way I understand your post) ?
 
It's the time of their appearance and their names, which are mostly of civs which are not in the current game, e.g. Seoul, when Korea is not one of the cities I've selected in the beginning.
 
I have been doing a lot of play testing starts.
In maybe 100 starts I have not seen any free cities being spawned at the beginning of the game.
Seol without korea is concerning, do you have a save of such a game? In firetuner it makes clear what civ a free city originally belonged to.
 
Maybe it is caused by one of the mods I use? Seoul is on top of the map on a lonely island.
