Industrial Earth Help

I created a simple but in-depth scenario concerning the Industrial Era, set in 1800 A.D. on a conversion of Rhye's Earth Map. I uploaded the mod after playing it for myself as America (and it worked great!!!). Problem is, you can only play as America, even though I wanted people to be able to play as everyone. I checked to make sure all civs were marked as playable, and they were, but I went back into the game and tried to play... only America. It's mainly frustrating because it lets me choose anyone I want, but when I lauch the scenario, it gives me the American loading screen (complete with irritating speech) and BAM!!! I'm America.

VERY FRUSTRATED. Does anyone have an idea what the problem might be???

This should probably be in the main forum, but you might try starting the game as America, then quit to main menu and resetup the scenario.

I have seen this happen in my Greek scenario where I could not select any new civs without jumping through this restarting method hoop. Just seems to be a bug from what I can tell.
