i've heard that the industrial trait in Conquest has been toned done. how exactly has it been toned down?

In Vanilla and PTW, worker actions took 1/2 of the regular cost. That's now 2/3 of it in Conquests. (Both are rounded down). Still, it is a big advantage.

thats all. thats not that bad of toning done though.
