Infernal! (Need to be more aggressive)

The more complicated the solution, the harder it would be to make the AI use it properly. I'd say you give big H a couple more strength points, and more manes the later he spawns into the game, and just have him attack everyone who doesn't play his way. I don't think an AI Hyborem necessarily needs to win, he just needs to be scary and force the other civs to deal with him.

Maybe for all the evil deaths from the beginning of the game you can count how many manes should have spawned, and for every 20 manes counted over 40, give him a settler while up to 40 manes can join him at start. So for 66 manes counted, Hyborem starts with 1 starting settler, 2 extra settlers and 26 manes.

Then you just put the civ into a raze, settle, raze, settle loop until they are destroyed.
 
Personally I've never liked the way Infernal or Mercurian units are spawned when they enter the game. I think that it should read the <FreeUnitClasses> tag in the civilization file and give them those units (which would be set the hero, settler, worker, longbowman, and sect of flies, but could be easily changed by people who want to mod their starts), plus give them the manes/angels thay would get from units that died before they enter the world.

Your idea of giving him settlers etc for the units that dies before he arrives could be good too.

Don't worry, man, I made this same mistake until I read the civilopedia entries for all the leaders. Was almost as surprising as finding out Flauros is a guy, lemme tell ya...
