Info box missing icons

I've been playing Civ 3 complete for a long time, but when I installed it on my windows 7 laptop I ended up with a new error, I've never seen before. The game works fine except for a few buttons are missing.
My Units do not have the ability to explore on their own.
The Icons above the info box are missing.
I've looked around the internet and have not found a solution to this problem. I'm currently running the game with patch 1.29f. please let me know if you have a solution

Make sure when you run the game, you run as an administrator. Although I've never heard of that problem with admin rights. Did you perhaps hit the backspace key, which moves the buttons from the lower part of the screen to the right side of the screen?

I tried hitting the backspace button and running it as admin. neither time it worked. the circular buttons are there still(minus the option for a unit to explore) but im missing the move units of the same type and move to city buttons. I've also tried reinstalling the game and the patch

Why are you patching? Complete comes fully patched.

Also, you said you're running the 1.29f patch. That's the final Civ3 patch. Conquests/Complete should be patched to 1.22, note the missing 'f'. Are you trying to play the Original/Vanilla Civ3?
