Try this site: System Requirements Lab. Their test will let you select Civ4 and give you feedback. Your chipset lists DirectX 9 support in "S/W" which isn't desired. There may also be suggestions at SiS here that would permit you to play well enough.

I belive SiS only makes onboard video so dont expect anything above minimal settings and you would probally have to do alot of tweaking to get there...

There has been issues with SIS onboard video before since it is likely it won't support TnL as is the case with most IGP/onboard graphics. Chances are you will get black terrain and looking for a video hardware upgrade to make it work.

i dont have ths card but im just looking at different computers to buy and this came up. ati rs200 also has just come up and im having trouble finding out if its dedicated and tnl supported.

That usually refers to "Double Data Rate" RAM. It's the standard for a couple of years now.
