The blank version should be interesting and could reflect new flavors coming up with the game-development (will zulus have different laws than phoenaticans?)

It's apparent that the majority want to keep our present rules and adjust as necessary. With this in mind, we should identify the particular items that people feel should be changed, verify that the majority feel the same way, determing the best way to change them and then do so.

I didn't say the majority passed it or that it reached quorum. It's an info poll so is not binding in any case. It is, however, the best indicator that we have of the general feeling on the topic.
