The Office of Warlord

As the Term II Chieftain I am hereby declaring my intent to create an Office of Warlord. This officer's duties will be:
  • City Defense: All defenders are controlled and allocated by the Warlord, not the City Elder. The City Elder may request the presence of stationed units, but an Elder cannot demand it.
  • Scouts/Spies: All scouts, explorers, and spies are under the complete control of the Warlord.
  • Peace Missions: All peace-time units are under the complete control of the Warlord. By peace time units I mean military units when our empire is not at war.
  • Military Action: Controlled by the Warlord. This means the creation of war plans. Realize that in order to make the war plans the Warlord will still have to discuss and plan with the Elders in order to have any military production.
  • Workers/Settlers: Are not under the control of the Warlord. The Chieftain has complete control of these units.

Any discussion before moving this to a vote? We'll give it a few days.
 
I have no objection to creating a Warlord position, but am concerned that this is the first position we want to create. I think we're in more need of two other positions, Foreign Affairs and Science.

As for the proposal itself, I think it is unnecessarily verbose. It all reduces to:
  • The warlord is responsible for all units other than settlers and workers.

Also, I find it lacking in consideration of planning. The only mention of plans is "creation of war plans". Far more important would be planning the force structure, in terms of how many units of what type. I'd also like to see the Warlord tracking and reporting on our military strength against potential adversaries.
 
I myself would support the opening of more positions :)
 
I think DaveShack is right we need certainly science and possibly foreign affairs although i am not sure we(mind my spelling) need it right now, although if you don't i am going for it.
 
As this has passed the pre-initiative stage I believe it is time to translate the description of the office of warlord from bullet points to a few paragraphs of text, keeping with the form of other initiatives. My suggestion for how the wording should go is below, feel free to use any bits you feel are useful, and to strike, or revise those parts that are not.

The warlord will be the overall commander of Yasutan's military forces, both in peace time and in the event of war. He will be responsible for the deployment of soldiers and the formation of our national defense. It is the warlords right to request military production from the elders of our cities, however he may not demand production, and is highly encouraged to consult with the elders when war plans are being made.

A proactive warlord will be advised to maintain scouts and explorers so that the strength of our enemies may be gauged, he may also develop war plans so that our military will be prepared in the event hostilities break out with our neighbors. The warlord may suggest war, and lobby the population for a declaration, however the warlord can not declare war himself.

FWIW, I just tried to find a list of our current officers and I failed. Until we can keep something simple like that current, I plan on voting against any additional offices.
Good point. Methos, perhaps you can win a vote if you edit this post and add the offices.

Umm, this can't be a serious comment. The answer is far too obvious.

We currently have:
  • Chieftain (Tribal Govt)
  • Elder (Tribal Govt)
  • Chief Justice (Constitution)
  • Judge Advocate (Constitution)
  • Public Defender (Constitution)

What I was lopoking for was a "list of our current officers", i.e. the people who hold each position. Still can't find it. Umm... back to you. ;-)
