I've run into two issues with caravels, one of which was surprisingly frustrating. All games are standard-sized, though the first issue was pre-135 patch, and the second issue is post-135 patch.
My partner and I were team-playing while reading, doing homework, et cetera, and she saw this while she was attacking Greece. Athens is inland, but somehow had a caravel in the city.

The second caravel issue was much more frustrating. The city-state of Bucharest controlled a critical passage for myself as Rome, if I wanted to support a war against Persia. I could not, however, pass through the passage unless I was allied with Bucharest. The moment I allied with the City State, I was able to travel through the passage. It was as though allying with them created an Open Borders treaty with a regular AI civilization. There were no invisible caravels blocking the passage, but there might as well have been for all the sense this made.
