something corrupted the game installation most likely. However I'd first try this: are you running the game with admin rights?
Yes, I'm running on an administrator account.
If it's any help, Custom Scenario is labeled TXT_KEY_MAIN_MENU_CUSTOM_SCENARIO, Marathon speed appears as TXT_KEY_GAMESPEED_MARATHON, things like that (w/ TXT) appear for certain things.
Gameplay is fine, except I can't enter the Civics screen.

are you also running it with admin rights?
an admin account alone does not guarantee that - right click on the shortcut and choose run as admin. Does that help?

Did you install by running setup as admin ie: right click on the setup file and select run as administratior, or did you install from the autorun on the CD/DVD?
Is there anything in the custom assets folder?
did you ever modify any game files?
is the game installed in the default location?

I assume this is patched to 3.19?
please open \my games\beyond the sword\civilizationIV.ini
set all items with log in their name from 0 to 1 and save the file
then start the game, recreate the error and close it.
then post all contents in
my games\beyond the sword\logs as a zip file here.
