Installed a Patch, now can't pull up the game.

I am a fairly computer dumb, new Civ4 player. I have been playing the game just fine until I searched for updates and it suggested to install a patch, 174 i think? then when I tried to open the game it says "the program can't start because D3DX9_32.DLL is missing from your computer, try reinstalling the program to fix this problem." However, when I go to the add remove programs it will not let me uninstall the program to reinstall. it says " Error {5004 : 0x80041f42} has occurred while running the setup. Please make sure you have finished any previous setup and closed all other applications"? Help!! I feel like an idiot here. I love this game and now I've screwed it up???

D3Dx9_32.DLL is part of direct x 9.0 - Try updating your direct x through the microsoft website.

Also, there is a strong possibility that the program simply cannot access said files or install said files because it does not have permission. Right click the shortcut or installation file, go to properties, go to compatibility and check the box that says "run as administrator".
