installing civ messed up direct3d

I had this problem once before... reinstalling directx9.0 and ati drivers do not help.

Every graphics intensive game, including civ, now runs very slow. Not choppy or anything, just as if somehow time got slowed down to about 1/4th its normal rate.

any help?
