Installing MODs and gameplay

What effect will installing a mod have on my current game?

For example I noticed there is a mod called "Lost Units" that adds new units to the game. If I install this mod will these units be available when I load my current game or will I have to start a new game to begin using them?

It generally depends on the specific mod. Some work only on new games, others work on games in progress. As for that specific mod, I have no idea
