Not on mountains. I've had to wait two turns for an outpost or something on a mountain.

My observations are
* you don't need a RoP for trade to flow through their roads as long as you 're at peace,
* colonies are instant, also on mountains (I have only vanilla, so don't know about airstrips etc.), and
* if you know steampower and have some coal, it will be an instant railroad!
