Integrating Tourism

So I've seen on more than a few occasions people complain about how tourism only has one sole purpose - cultural victory. It literally has no other uses. I was thinking about a mechanic where (for example) (Numbers illustrative only)

You are playing a cultural game and are behind on science (for some reason). More specifically
You are 4 technologies behind civ A. You have 5% cultural dominance over civ A.
You are 2 technologies behind civ B. You have 15% cultural dominance over civ B.
Any technology A and B have both researched, you gain 5% + 15% = 20% of the science needed to research that technology

This bonus, obviously only works if you are behind in technology and ahead in the culture game. Also only applies to technologies already researched by another civ.

The real world I guess basis for this would be that as people visit your country, they bring new ideas (and technology) with them, thus speeding up your scientific progress.
 
So basically if you have X% cultural dominance over a civ you get X% of all technologies they have researched?

Could work, I guess. Don't let it stack though, because if I've got 10% cultural dominance over all civs on a huge map, that means I get every technology they've got for free, even though I don't actually have all that much tourism.

Oh and you'd have to properly define cultural dominance, I suppose. Your foreign tourists from civ A divided by civ A's domestic tourists.
