International incident

I want to know why a civilisation stole me a technology and this didn't create an international incident and that we didn't give the choice to go in war with this civilisation without losing reputation(I have a peace treaty with them). It doesn't matter me because I didn't want to go in war with them but I want to know why because usually they always give the opportunity to punish the civilisation by starting without reputation problem with them.

Maybe you missed the message... or else their a fundamentalist government and the world comes to expect such actions by them so it didn't create an international incident.

Perhaps you only think you have a peace treaty with them, but really have nothing signed. It has happened to me that I have thought I had a treaty, but really had nothing. I don't know why it happens though...
