if i build the iron works in a city that doesent have iron or coal, but a neigbouring city does, will the iron works still get the 50% bonus build on each of the resources, or do i have to build the "works" in a city which sports the resouces in its radius?

You will get the bonus when the city with the Iron Works has access to coal and/or iron. "Having access" means that that you have to have these resources hooked up somewhere in the trade network (roads, rivers ...) where this city belongs to. They don't have to be in this (or any) city's radius. The resources which a city has access to are listed in this city's resource box in the upper right of the city screen.

IronWorks in Civ4 is SO MUCH BETTER than IronWorks in Civ3. I'd almost never get it built in civ3 because needing to have both coal and iron in the city's radius either wouldn't happen, or would happen in a city that I could never get to a population of more than six, rendering it useless.

Indeed, you just need to have iron and coal somewhere in your territory (mined and on a road) or have them from a trade with another civ.
