Irrigation not doing anything

Hey everybody, I'm having a problem in that irrigating a square no longer has any effect on the food that square produces. For example, I start a new game, build a city next to a river, and then irrigate the closest grassland, which currently has a food value of 2. After irrigating, it still has a food value of 2! I can compare it with a non irrigated grassland square, and they are exactly the same! This also follows for plains, etc.

It wasn't always this way. I can load up some older saved games where irrigation actually worked, but in any new game I start now, irrigation does nothing.

I could be wrong, but I'm guessing that your goverment type is the issue.

Just like in Civ2, you don't get more then 2 food / square until you change your goverment away from despotism.

ack! Well, you were right of course. I didn't see this mentioned in the civilopedia, and it's been a long time since playing civ2. Thanks!
