Irrigation

Can anyone tell me why you can only irrigate from rivers and not
off the coast. Any theorys on this

Irrigating fields with salt water wouldn't exactly work.

civ3 is not civ2. Read the manual quickly or you'll find yourself playing a short game.

this isn't civ2. and it does make sense why you aren't allowed to until electricity (use of pumps and all).
