Do people actually use communism as a legit government or is it just for the spies?
 
I used it as a legit governement in the beginning, before I discovered the benefits of democracy. Nowadays I don't use it, not even for vet spies.:)
 
I play under communism most of the time. I am kind of a warmonger, so communism works fine, and I don't fall behind in technology as I would with Fundamentalism (though in cases of extreme need I do switch to Fund.)
 
I haven’t really tried Commy as a gov’t. I usually hang around in Monarchy too long, followed by Republic (for also too long) & then move to Democracy as long as things are peaceful. Once I get Tactics (assuming I’m significantly ahead in science) then I’ll switch to Fundy & move out. During my Fundy period, I’ll make new cities (no dissatisfaction as my future defenders move into their new homes) as well as buy improvements for the established cities. After mopping up most of the opponents, I’ll switch back to Democracy & tech my way to the end game.

This seems to work rather well, although I might be motivated to see other strategies in the earlier portions of the game to see how best to improve -- haven’t played late games too much where Commy would come into place. As for spies -- I build plenty both in democracy & Fundy; some get to be vets, but the only difference to me is a few $$ & an few units…the job still gets done.
 
Commie is good, for the spies. As a gov't it does work out, because of the greater effects of marshal law. It also keeps the riot factor down and is quite formitable while the cities are mass celebrating.
 
I'm kind of with Alice on this, although whether I use Communism or Fundamentalism depends on what is going on at the moment. If I am well ahead on military/science, I might go Fundy just to rack up the cash and expand my number of cities. But if things are close with the AI's and I really need to kick some A**, I'll use Commie.
Either way, you want to be in democracy by 1850-1900 at the very least to really pad your finishing score.
 
Also if you've been at Democracy to the point where you cant have more WLTP days to raise population anymore;
Switch COM, and kick the AI's around a while, don't forget to ask for tribute if your Supreme (or in 2nd cant remember think is mighty)
When its convenient you can switch back to Democracy to Happy up or When FUN is available switch to FUN to finish AI's off. Remember to have endgame in DEM to pump up your points
 
Most rabid warmongers love commie in the endgame (when they don't manage to conquer the whole world under Monarchy :rolleyes: ).
But 'celebrating communism ' is also very performing in peacetime if you play ICS or somewhat alike (many cities small size).
 
One of the "early" early landing games was done by arii in Communism most game.Landed 1000ad ish on small random map.That was just great at the the time.Earlier landing done now but perhaps there is more to explore in scientific Communism

It's one of my strategies: Let the AI build YOUR Wonders of the World - then conquer it.
Meanwhile you can build a huge army - and vet spies (!!!) in communism.
To avoid happiness problems, you must take another form of government.
I take Fundy to make money and Commie if I don't want to lose too much science (even if I've got the happiness wonders - a celebrating Fundy or Commie city produces the same amount of beakers as under a representative government).
 
Actually, Communism has minuses, too. It's like an authoritarian version of a Republic - one discontent city and ur whole economy goes to hell, and dont even get me started on the science. In scientific terms, it is much better than Fundamentalism, but if I am a Democracy during a war and the mass discontent overthrows my Senate, then I try again in Democracy, and if i find out that making entertainers would cripple my productive, economic, or scientific infrastructure, I just initiate a Revolution the same turn I tried to pull of another Democracy - I get to pick a new gov't right away. I choose Fundamentalism if I have lots of Science improvements and/or wonders, so I can have a superior economy and moderate-at-best science rate, so I can mass produce offensive (and defensive) units to add to my Army, not to mention the famous Fanatics. If I dont have that much Science stuff, but have some happy/economy wonders/improvements, AND quite a bit of military units to spare, I go Communist. That way, I'd not only have the benefit of totalitarian martial law, but also of happiness and economy improvements. ANd, I would probably be able to produce more military units w/o risking insurrections.
However, If you go Communist, you can still change gov't easily - all you have to do is begin building Police Stations, Colosseums, etc. to keep the people happy - and have at least one or two entertainers for a couple of turns. In a Fundamentalist gov't, it's very easy to go overboard with militarization (tons of Fanatics, etc.). Fundamentalism automatically cancels out the support cost for Fanatics - so you can train 50 Fanatics from one city and still have, say, 24 shields in that city, and noone will be unhappy - the lowest they'll be is content. So, if you decide that you need to catch up with the Science, and you wanna leave FUndamentalism, first say goodbye to your Fanatic Armies and ur other units - because Communist supports automatically up to only 3 units - after that u gotta pay the support cost or disband them. Democracy AND Republic - no free support. All those Fanatics and other units will kill you - not only with happiness (most of your citizens will gladly revolt to try to bring back the old order or another dictatorship) but also with shield-support cost (the cities will automatically disband them because of shield shortages, which would probably decimate half of your army and force you into signing cease-fire/peace because of a major lack of effective armies.

So, basically, Communism may be worth it, but consider Fundamentalism. Also, just give Democracy a second chance - it just might surprise you. In a game I was playing, I was Democratic America :) and "World War II" broke out - a coalition of me, Republican India, and for a short while, Royal Germany vs. the Fundamentalist Alliance (Russia, England, Zululand), with Republican Egypt being left alone (Zululand attacked and occupied all Egypt except for THebes and then India finished the job by taking the nearly-defenseless city). I switched most of my cities to either Armor production, Alpine Troops, Paratroopers, aerial units, or ships. I built Airports to connect America to its overseas colonies in East Asia (Buffalo Airport), and West Europe (Richmond(in Spain)(took it from ENgland in WW1). I quickly took over most of England - Russia betrayed it, cease-fired me, and joined me in the final disection of the "dying Lady Protector", but then also turned on me just when I began to attack Germany, which had attempted to regain control of Munich, which was seized by India in WW1. When Russia turned against me, I decided that I would strike back hard. I just go Robotics and began churning out Howitzers. I took most of Russian "Old England" and then all hell broke loose when India joined my campaign , but gained no territory (they concentrated on the Zulus, who took over Thebes) though they helped me in bringning down the defenses of Russia. I seized Kiev, Smolensk, and Moscow, now only St. Petersburg was left. I attacked with an army of Paratroopers and Alpine Troops. The city was mine before my turn ended. THe Fundamentalist Russia fell to Democratic America. DEMOCRATIC! IT DOES WORK, TOO!!!

This happens under Demo (on second turn of civil disorder in one city), not Commie.
 
Communism is bye far the best form of goverment in Civ 2, no corruption 4 units which can be used for martial law,

you can have a "huge" empire and earn as much money as a Dem/Rep but more importantly you have so much more shields.
 
i didnt kno u could have more shields in communism
however, its very true in some circumstances that in communism the economy collapses if even one city goes into disorder. it happened to me.
and in democracy, the only thing that happened to me on the second turn of a city in revolt was the overthrow of my government. and the economy was still by far the best in the world immediately before the overthrow. i rebounded with Statue of Liberty and got democratic the same turn and put an entertainer in that city. my economy didnt get worse - it got much better! this always seems to happen to me on democracy - once my democracy falls and i go back to it, it turns out to be stronger economically and scientifically. and the revolutions seem to help me instead of cripple me.
 
Communism has LESS corruption, but not NO corruption. There are slightly more shields available that Rep/Dem because the first three military units are freely supported. There is no BEST government, just as there is no BEST strategy: each is better at different stages of a game. You need to learn their strengths and weaknesses to use them all as necessary.
 
hehehe..its pretty hard to lose anything to corruption in Commie.Every city is considered within 10 squares of the capitol.The only time I have seen corruption actually cost anything was in Red Front where Caucasus cities generate hundreds of trade arrows or 100+ sheilds.
 
Since I've never played in it, I don't know the details of it. But, it seems the main draw backs are that you don't get the population explosion of a Democracy, courthouses don't give a free happy person, and the small thing that the tax rate can only be 80%.

So that explains why some people shoot for SOL then switch to Commie then Democracy. Martial Law benefits of Monarchy, and if you can keep your cities in celebration, trade and corruption level of Democracy.

Ok, now I see why people say there is no corruption in Commie. They don't see any, because the distance used for the calculation is so small.
 
Lack of population growth in "we love" is the main drawback.DaveV uses food caravans to grow 1 or 2 cities to "normal" large sizes with good results.So there is some counter to it,although not the greatest.

Basically if you do the same things you do to get a Democracy celebrating,it will get a Commie celebrating collecting resources as if in Republic.So you get a corruption free Republic with no Senate inteference,3 "free" units per city,no unrest from units away,missiles,bombers,choppers etc, and of course vet spys should a game go that far.

Another semi bonus is due to the 10 square rule,bribing is extremely expensive making it close to no bribe of Democracy.

All in all,a very versatile government form.A suped up Monarchy which works very well in MP when you don't get the "happy" wonders.
