Say you are in communism, and you want a city to celebrate. You boost the luxury, and get more trade arrows in the city. Then you reduce the luxury %, since you do more trade, and don't need much luxe. Will the city still celebrate or the game will calculate that if it wasn't celebrating, well it would not celebrate?
 
I used to love Communism . I just started playing Civ 2 again after about 2 years and now I don't use it at all. I go with Democracy.
 
Try the Celebrating Commie - build HG, Mike's, Bachs's and then celebrate in commie (20-40% lux - not a waste, the base of your income!)
Be astonishe about your science in Celebrating Communism!

Yes!! this is another little quirk in the game. And, it works for other government types too. I have been using it in democracy for some time now. It is a neat way to "prime the pump", so to speak, and once you get it, you can cut back on the luxury %. A better way to do it is to use Elvii and when the city starts celebrating, switch them back to production, just make sure the city stays in WLTL mode!!

Using Elvii lets you select just the city or cities you want to pump up, so you don't waste trade income in cities that don't need the extra luxuries. This is especially useful in a large civ, in democracy, where most of your cities are maxed out and they only need the minimum of luxuries to keep them out of disorder, but the newer cities need to celebrate to reach that point.
