Don't really know the answer, but I think maybe it is (or playing heck with something). I had some new "issues" with my mod after the patch that may or may not have been related to Event timing. I never really figured it out because setting EnableGameCoreThreading = 0 in the config seems to have fixed all my problems.
Note: I was not experience slowdowns or other problems with the patch in vanilla (for which this is supposed to be a possible fix), although I only played a couple turns.
Edit: Correction, I am seeing these problems in non-modded games, at least with G&K now, so this is a limitation of my computer. My theory is still valid however, even if it was invented to explain an issue that in retrospect doesn't require a theory.
