Yesterday I played a game for fun. I set AI to settler level and played as Hannibal. Map was continents. It was normal map but I made 2 teams. Team1 was me and team2 was the six other AI-s. It wasn't very hard game, the most difficult part was to look that AI doesn't get domination victory... he didn't because I get soon the first island and AI still thought that they are winning after I got 6-7 Holy Roman cities while I attacked them with Infantry/Marines and they had Longbowmen. That's not the story... I wasn't able to get normal peace so I had to go to the second continent where were the others. I got satellites tech and this should reveal the world map... it did that but it showed me only the terrain but no enemy cities... nothing, like 4th dimension
In conclusion? Is this a bug or feature that Satellites reveal only terrain but nothing else. It doesn't make any sence that in real life satellites do not show cities.
